Age Limits - Learning to Drive
You can start learning to drive a car (shown as Category B on a licence) on public highways from the age of 17. If you are currently getting Disability Living Allowance at the higher rate (mobility component) then you can start when you are 16.
It's okay to start practising on private land, as long as the site is gated and far away from public highways. But remember, supermarket car parks are classed as public roads, so don't use these
Eyesight
Before you start learning to drive make sure you can read a number plate 20 metres away (about 5 car lengths). If you can't read it or it is a bit unclear make an appointment for an eye test.
If you wear glasses or contacts make sure you always wear them when driving.
Provisional Driving Licence
Although your provisional driving licence doesn't become valid until your 17th birthday, you can apply for the licence up to three months before your 17th birthday. (16th if you are receiving the mobility component of DLA)

You can apply for your provisional driving licence by completing the D1 application form that is available from the DVLA form ordering service or Post Office branches. You will also need to enclose original documentation confirming your identity, a passport style colour photograph and the fee.
Send your completed application and payment to DVLA, Swansea, SA99 1AD or you may be able to use the premium checking service.
It is also possible to apply online using the Government's secure and easy to use online service.
